City capitals are usually densely populated hot beds of political and economic ferment that create history and are often relocated through the whims of leadership. 

Relocation is replete through history - ancient Romans, Egyptians and Chinese changed capitals regularly.  Geographic relocation is decided for issues of defense, to encourage development in isolated areas or for religious or ethnic neutrality to promote unity and security.
