This Day in History: On this day in 1921, West Virginia imposed the first state sales tax. Forty-four other states and the District of Columbia have since followed suit. The five states without sales tax are Alaska, Delaware, Montana, New Hampshire and Oregon.

The U.S. Constitution grants both states and the federal government the power to levy taxes.
